Well it could be rabbit's or a cat.
You can try getting the old farmers cure! Get somebody with a dog and brush them and get a lot of hair from the dog and spread it around the plants. It does work! I grew up on a farm.
Mothballs and ammonia will work, but, will put a new smell in your weed, when you smoke it! Not a good idea. Tastes funky.

Find you some fox piss its about 20$ a bottle..... I had the same problem but now I can use fish emulsion and other fishy products without my babies being touched

Chicken wire will work great, but here is a good tip. Before unrolling the wire and setting it up have a small bon fire going the evening before and when the fire is low and coals somewhat hot place the whole roll into the embers and let it bake a few minutes. Move it around a few times. What this does is oxidizes the metal really fast and cuts the bright shine of the new wire. You can hardly see the wire once it goes up especially after a couple rains. When you buy your wire also buy some "landscape staples", there 6 inch U shape wires that pin down your lower edge of wire to the ground so the critters can't crawl under. I think a box is three bucks, well worth the moeny.
