Critique my grow room

I'm a noob. My first grow was a fail (hermie). So before I'd start my second one I'd like to improve things if possible. Any ideas or thoughts would be greatly appreciated

Large closet. Approximately 2.5 feet wide, 7 feet long, and very tall (over 7 feet)

Equipment:

4 Foot Fluorescent lamp (2 bulbs) for “plant & aquarium”
wide spectrum, 40 watts, 3100 K (see link for more exact details)

Programmable dual plug timer
Febreze True Air Carbon Filter
Temperature and Humidity gauge
Small space heater (I keep the heat between 73-75)
To raise the humidity up to around 35%, I just put a tray of water out, it does the trick.
Aluminum foil lining the walls (I've heard both good and bad things about this...)

Seed/Soil/Nutes:

Seed: crappy bag seed. I'm considering buying some good seeds online
Soil: Miracle Grow Moisture Control
Fertilizer: bunny poo

I'm willing to spend a little bit of money more, but not a ton. This is just for personal use so I don't want to invest a ton of money.

Here are my main questions:

  1. Is the lightbulb ideal? I'm willing to buy new bulbs for the fixture.
  2. Should I let the plants grow tall or just do a lot of short plants, like a SOG method? I have plenty of vertical space but if the light only hits the top of the plants is it worth it to wait that long to get crappy weed at the bottom of the plant?
  3. I'm going to start by planting tons of little ones and cull the males, so how many females could my lighting handle? I'm thinking 4 if I go tall, 10+ if I go SOG but that's just my guess.

Any suggestions for changes? Keep in mind that I don't have a lot of spare cash and I don't want to build shelves or anything because this is an apartment, not my house.
