It's going to be a two plant grow, basically a large server tower. I haven't purchased anything yet. I'm looking to get more efficiency, so not hard.

Then you've got limited height to work with, don't you? It might make more sense to use multiple smaller COBs, such as CXB2530 or Vero18/13s.
What's the footprint of the tower so we can determine needed output?

Two CXB3070 driven at .7A would provide you with the average PPFD of ~1150 umol/J and would also provide quite even distribution in your space but there might be issues with the required height.
Four CXB2530 driven at .35A would provide with almost the same average PPFD, better distribution and the required height would be also reduced but the price would be higher.

Less efficient (and cheaper) solution would be 5xVero13 at .35A or even 6xVero10 at .35A.

As of drivers, probably two separate 36V .7A Meanwells (LCM25, LPF-25(D)-36, PLM-25-700, PLD-25-700 and a few others) for CXB3070 or HLG-60H-C350 for .35A strings

So the best option would be

1. Four 2530's with the driver, I'm looking at about 150. This would be the best option.
2. 5 Vero13's with the driver, about 100.
3. 3070's are great but problem with height. By height, what are you referring to. The plants coming to close ?

The more power you pull through a COB the more vertical space between the COB and the plants is required. And since 3070 at .7A is about 2x more powerful than the rest at .35A, it requires 2x more vertical space between the COBs and the tips of the plants.
28'' is a really low height. You need several inches for pots, several inches for the light and also a few inches between the light and the plants, leaving you with slightly more 15'' for the plants.

Alright. So lets go with the 5xVero13's. Heatsink wise, I am looking at a large rectangular heatsink with 1 or 2 fans ? Then for the driver I'm looking at one that runs at 32.5v at 1.75-2 amps or .35 ? or could you send me in the right direction on how to properly choose one ?

HLG-60H-350B will work, even for 6xVero13.

Just to be sure. the current draw is always going to be 350ma, the voltage changes as I add lights?

For temperature im looking for a 50/50 mix for veg and flower and what are the different product numbers for ?
Yes, the current is 350mA and the voltages is adjusted (in the 100-200V range) as needed.
Get all 3000K 80CRI, don't bother with mixing.
