How old is your seedling? In the fist couple of weeks, in fact until the cotyledons start to wither away, the plant has all it needs from water and its own nutrients. Are you not able to find rockwool plugs where you are? Or coco plugs?
It strikes me that another issue that is highly likely to cause this damage is ph. If you can't test ph you may well end up mis-diagnosing a whole host of problems. A simple ph test kit can be picked up on the internet for a dollar or two.
I would be inclined to flush with ph-balanced water (I forget the correct ph for soil, so check it out), about 4-5 times the volume of the pot. Hoping some soil experts will chime in to tell me I'm right or wrong and give you a more authoritative respose
