Cool Tube Wiring Safety

I've been looking at the DIY cooltubes, and noticed something. They all use the little socket, it looks like the bottom of a Hydrofarm cord set disconnected from the top.

The part it is disconnected from houses the ground wire.

So, safety being #1... what is the deal with wiring a cool tube? Why not put the whole socket assembly in and keep it together and grounded?

And now for a really stupid question (I don't know about electricity), is it safe to say attach a metal bracket that is touching the metal of the socket assembly to suspend it?

Any help understanding is greatly appreciated.

not sure of the wiring issue your talking about but to answer your last question, that would work fine if you enjoy getting electricuted every time you need to raise the lights

LOL yeah that didn't sound right to me, that's what it looked like in one of the pics I saw someone had done though. Maybe that's why they are using the little socket and not the whole assembly, it is plastic or something? I don't know, I looked at the tutorials and it looks really simple but I don't get the wiring...
