If rockwool is larger than 2x2x2 its a plant.So you're saying that aeroponic cloners are ok, because they dont consider plain water a growing medium? Clones that are in rockwool would count against your plant count?
Do you have a link to the definition of "growing medium"? Couldn't find one searching through google.
I have several clients in compliance with bubble cloners running RO H2O only.
Their language may be confusing but focus on 2x2x2 container / rockwool cube and 8" tall as your max clone size. Measure from base of container or cube. NO nutrients in a bubble cloner, max stem height from rootball is 8".
I take 6" cuttings MAX. Once they root and start to grow you need to have count room for them.
