Are we going to grow in a pot? Or amend the soil and do an in-ground?
Does 10x20, 8' roofline, with doors at either end sound adequate?
Shelves on one long side, large fans over either doors.

I would think so, but reading a bit of the first link I just posted, says their seasons are so short, 4 per year, all the plants don't really have a chance to get big, so we'd have plenty of room for several plants.
So would we veg them artificially, then just time it for natural sun for the last of the flowering?

exactly, artificial to mimic the required season, and natural when the weather gives us a f....ing break lol. summer time il have loads outdoor threw this tactic, always have indoor garden too tho ;)

Natural soil that hasnt been used for cultivation for 3years plus. Simply turn it over dig hole and plant. Only add organic nutes while vegging under lights, get it to 6 foot wide and 6 foot high using hids as side lights aswell as from above. Wine grapes in france develope different natural flavours from the soil in the vinyards. Not just the above ground environment that effects looks/aroma/potency, the soil is probably second to lighting when growing outdoors. So place of planting will have to be decided by how well crops are doing close to that area already, id go for france tho, have a vinyard of ganja :)
