Key word being usually, most people don't use these. or if they do it never comes up.Pl-l bulbs are considered compact at 2ft but require external ballasts

no. I doubt it.
They make like 2-3 foot cfls for soem aquarium fictures, but light ranges are limited. Some work, but they aren't good light for production.
When you get to that sort of length it's more cost effective to just replace the bulb not the bulb + balast everytime it goes out 0.o.
When you're talking feet you're usually talking floros in a t5 t8 or t12. Of which t5 is usually considered the best for plant growth. They make higher wattage floro's called HO, and even a VHO (very high output) and they require different, higher wattage ballasts.
The hid variant of a Floro is basically an induction light. None of the electrical components of a standard floro are there (diodes etc) but they use very similar encapsulated gases like floros do. These are the only real HID form of floro.
I got mine at Lowe's, just look for the tube section, then find your wattage and Kelvin rating.did you get them online?
i started about 60ish bag seeds the day before yesterday, i checked this morning and so far 17 have started to germ, so the long 4ft light would be best i think, cause im guessing before i put them in dirt, prob another 10 or so will germ so prob looking at about 30 or so
