the plug in bulbs, are replacement bulbs that fit into a cfl ballast that allows replacing of the bulbs
the screw in bulbs have both the ballast and bulb together in 1 piece
if a screw in bulb goes bad, you throw out the whole unit(normally)
not sure if the plug ins have much advantage, would think their ballast parts are more expensive

by fittings, do you mean sockets/fixtures?
you can get inexpensive sockets/fixtures at the chain hardware stores - lowes/home depot
walmart also has some inexpensive sockets/fixtures
