You haven't been reading enough. Just a few threads down from yours someone is flowering with CFL's and quite successfully I might add..

Also, your picture doesn't work.

CFLs will do the job, you just need a lot of them. Check out Mr. Vega's thread (which I believe mr2shim is referring to), where he's got a monster under like 30 CFLs. It can be done, and is just fine. The plants just want the light; they don't care if it's from CFLs, HID or the sun. The more you give them, the bigger your buds will be, period.

Whoever told you that you can't flower under CFL's was mistaken.
If you use enough of them and the right spectrum- they can do quite well!

No- It won't be the same results as a higher output light- but we started out under CFL's in a 3x6x7 closet and got heavy dense buds ... and that was a while ago!

T5's are good too if/when you can afford them... then just use your CFL's as side lighting!! ;)

My rule of thumb for CFL's. A minimum of 100 real watts for one plant and at least an additional 50 real watts for every extra plant.

For me a mixed spectrum worked best. I use a 3:1 ratio of 3000k to 6500k CFL's for flower, veg is the other way around.
You might also want side lighting for flower (CFL's).

I do recommend getting a HPS for flower (and use your CFL's for supplemental lighting), you will get denser buds.

Have fun.

If you can afford some T5 HO units, and electric cost is a concern defintely go with that over CFLs, efficiency (lumen/watt) is significantly higher.

CFLs do make great drop in vertical lighting, like the purty LADY said.
