Yes, go with 3 gallon pots, you got the equation down. I have never used such low watt cfl's, and don't know how much they would help hanging out near the HPS, but sticking them where ever you see shadowing would definitely help.
35 dollars for a complete technaflora kit is very affordable, especially if it doubles your yield, a ph paper test kit is 8-12 bucks. Otherwise, I would suggest purchasing Guano to keep your plants going through out flowering. Guano is very cheap, 2 quarts go for 12 bucks. You just add it as a top dressing every two weeks and water. Mexican Bat guano is good for veg, Jamaican Guano for flower, and I think Peruvian Sea Bird Guano is an all purpose fix. Don't worry about the Mexican bat guano, you will never get a chance to use it. I suggest the Jamaican or Peruvian if Jamaican isn't available. Fox Farm, Vermi Crop, Roots Organic all make affordable and high quality soils. Fox Farm and Roots Organic should be available at the local garden center, they will have all the guano you need, and have 3 gal pots for less than walmart probably. Also, fuck walmart, where is your patriotism? Support your local garden center.
You want something rich in fertilizers, and Fox Farm Ocean Forest has a lot of it. Ask the guys at your local garden center, try and go totally organic and don't cheap out on the soil, it is really, really, really, really important. Avoid time release fertilizers.
