I would say that you go ahead grow 10 plants and spread the bulbs all around covering the top, bottom, and the side of the plants equally and thoroughly, then afterwards, you should be cutting out the males(soon after you can identify them) as well as the unhealthy plants. And you should be left with 5-7 healthy female plants... And then you'll be able to flower the remaining plants with your CFL sufficiently.
Oh yeah one more thing is that you would be better off if you use more cool white 4000-6500k CFL during vegetative growth and more warm white 2700k CFL throughout the flowering phase.
