Canada has never worried about seeds much and it's perfectly OK to buy them as 'souvenirs'. Once you sprout them is when the trouble can start.
I doubt very much that they would have replaced them with crap seeds but ya never know.
Yeah out of at least a hundred or so orders over 20 years, I've had exactly two seed orders confiscated by customs, which were resent by the bank so, no harm no foul.
