Looks like they're planted in the native soil....correct?
It's gonna be hard to diagnose/treat if so. There's no telling what is in there or what mold spores are active in the area.
The pics are blurry..but it looks like black spot or rust on the leaves to me... but also may be a mg deficiency or a local mold of some sort
