Can PPM or EC be measured with a volt meter

Hello getting ready to purchase a ppm meter, probably one of the 15 to 20 buck ones on ebay. Anyway since a volt meter measures resistance couldn't that be used to measure ppm?

You need a meter that measures EC - electrical conductivity of a solution, so at least the probes need to be waterproof.

Conductivity in the reverse of resistance. Also, the probes need to be a specific and constant distance from each other, so ever if a volt meter could measure conductivity, you would never be able to hold the probes properly.
