Your suggestion would require a lot of unnecessary bulb clicks which you want to avoid. Nothing pops a bulb faster than twirling the timer with the ballast and bulb inline. It takes about 3 weeks for a flowering plant to revert to veg mode when you change the light schedule from 12/12 to a veg time. So there is no problem with changing the timer at one time. Better, for one day, they receive more light over a 24 hour period than less than 12 hours.
