i'm finishing week 4, i have two bulbs in there, and i need the 400 for my veg area... plus it's too hot in there anyway.

will it harm my plants that i am reducing the wattage? less light for some (minor) parts?

i remember i read somewhere that it can make them herm, but i can't seem to find any info about it now.

yep will probably take off a couple of oz... not much though cuz my plants are not so big... so now they aren't covering all the area i have from too lamps (vert, one on top of the other), so if i organize them better around the 600w, they will hardly feel a difference

You're probably right about that. Strategic positioning can make a lot of difference. I've been tinkering with the vertical grow idea myself.

I read somewhere(i think it was on riddlem3)that you don't need as much light in bloom as veg, especially in late bloom.I will research this as i am in the same position as op.
I went 12/12 3 days ago running 1 400w & 1 600w 7plants.I want to use the 400w for seedlings maybe 2-3 weeks before harvest leaving 600w in the bloom room.I read this can actually cause increase in resin &thc as the plants in later bloom don't need as much light.
I don't know if this is true are not but i will research this.Any information on this or links to threads would be appreciated.
+rep to the op for asking this.
