i know the harvest on the two small ones would be minimal but i cant get another grow box to keep them in the veg cycle so i dont want them to go to waste but lets say it did work would they be mature enough to produce true flowers?

... the older a plant is ... in general, the more quickly it will respond to the short night schedule of 12/12. So if your plant is 3 months old it may start to show its first real flower in less than 10 days. A plant that is only 3 weeks old may take 3 weeks or longer to show its first real flowers. Clones are the exception in that their true age is the age of the mother plant... and they will flower just as quickly as the mother would.

you can put them in 12-12 but they will only flower when they r ready, i do 12-12 from seed and as long as you use a big genetic strain an o dry per plant is very possible and will be potent even though young.i grew athc bomb and got 1 oz dry in 8.5 weeks.
