LEDs are probably not the best option when you dont have a lot of money. A good quality panel is essential to ensure you don't end up being another LED hater and they just dont come cheap. Save a little money and you'll have a much better experience with LED's. This is just my opinion, of course...

T5 florescents are pretty good, not too expensive and low heat as well as low elect. I use them and I get descent grow.

If I went T5s will it be less heat than the 8 23 watt cfls I'm running now?? What's a good watt t5 bulb for flowering?? Do t5s penetrate further than cfls?? Thanks for the help.. I might jus go that way...

I use T5HO units as side lighting on led grows. They do penetrate well, are pretty medium heat and work great. I can only assume they work better than a cfl since i've never grown with cfl's. Just remember, with any light there will be heat and without proper ventilation that heat will become a problem

A 2ft 2 bulb set up runs 44W elect, 6500K lamps each put out 2000 lumens, for flower I use 3000K lamps. As for penetration I'd say maybe 2 ft or more depending on you side wall, Flat white the best.
I have a White Widow growing that's abt a little more than 3ft and the bottem foot or so doesn't get much light, but most of the buds are at the top 2ft. Here some pics at 8 weeks. You could use cfl's for side lighting.
