can i cut ALL the fan leaves off?

cutting of fan leaves actually slows down growth...everytime you cut it promotes stress on your plant and slows down the photosynthesis process...buds dont benefit from direct sunlight the leaves do......

Negative, never remove any leafs unless they are more then 50 percent damaged. You also only remove them if it helps with the style of grow you are doing, but I would never recommend cutting ANY leafs off. This stresses the plant too much.
