can dehydration shrink buds?

if the plants thirsty it wont try to produce . if they are totally grow to size and thirsty . they will start to dry out the same as you cutting it off the plant . yes they will shrink .

can it refill if it gets back to a good watering schedule and more time?
like has been said, when you cut and dry and cure your bud, you'll lose about 75% of the weight of the bud from start to finish.. wet buds weighing about 100 grams dry, will usually weigh up about 25 grams or so once dried and cured..
and yes, same thing can happen on the living plant as well, just not to such an extreme .. just get back on the watering schedule you were using and keep them from drying out too much in between watering.
learn to pick up the pots if you're growing in soil, after you've watered, and get a good idea of how heavy the pots are, then again in a few days, and again, note the weight.. the difference between the two will be significant, so learn to water once the pots start to feel light..
