Here's what you need to post to get quality help on your grow.
(1) Give images under metal halide or incandescent (no hps).
(2) Give complete synopsis in one post telling us all the details.
(a) substrate
(b) nutrients
(c) additives
(d) age
(e) strain
(f) environment (specifics on temperature swings, images of habitat, ducting, humdity, etc...)
(g) miscellaneous

Now you will have a chance of getting meaningful support because most people here would like to help you. Unfortunately without this info all we are doing is guessing. If you decide to use the wrong guess you may end up potless.

uniformly yellow leaves and weak plant growth is a sign of nitrogen deficiency although I cant imagine this would be the case with 9 day old plants.

If you have insufficient light, the seedling will stretch and develop a long, thin stem that will not be able to support the growth. A fan will not help here, it would make it worse.

If this is the case, replant them and bury the stem so only a little bit is above the soil. You can stake it with a toothpick to support it.

And get some better lighting.

Thats if low light is the issue...

IMG_1010.jpgIMG_1009.jpgIMG_0991.jpgIMG_0994.jpg I buried the stems into the soil to provide a better root system, I hope that it helps in the growth of. i blow with fan to make stems stronger and now i do this with soil
