Are those burners?
No, burners may be abit cheaper, but the added heat and moisture may be a challenge in a sealed room. It’s do-able for sure, but gas cylinder co2 will allow your ac to work less, and also your dehumidifier. Burners also output some humidity as well.

And my exhaust fan do I turn it on at all?
I vent my room for 30 minutes during the dark period at the start of lights out. Mainly to stifle the humidity spike but also some people think you gotta vent sometimes. But I don't really think that's the case. I just like the idea of bringing in some fresh air now and again. If the room is sealed and your tank runs out the plants will drop the CO2 level in the room to like 300ppm pretty quickly (outside air is 430ppm) so I keep a second tank to swap in whenever empty. If you use something like a pulse pro or a Trolmaster either will tell you when your CO2 gets low on your phone etc.

if you don't run CO2 you need to vent constantly to bring in fresh CO2

Yea I’ve ran many times without, I was thinking running the exhaust fan for 10 minutes every 2 hours, would that waste c02?

Yes that would be a waste.

Remember that co2 is heavy... so you can vent from the top of the room and not lose too much.

Also maybe thing about using the inkine fan on the floor with a diffuser to Bring the co2 back up off the floor.... so it would be filter on floor vertically... inline fan vertically and then a defused on top... so its a scrubber and co2 defused in one.... this would be instead of using it as an exhaust fan

So have the ducting on the ground sucking the co2 and blowing it upward towards the canopy?
