if you need the extra feel of safety, having the seeds mailed to a non-grow address is good to do
otherwise, get all your seeds first, then start your grow, that way you know you're in the clear

If you have specific priors for ordering seeds in the past and have already got the letter from customs I myself and I'm sure many of the other posters on this board may be aware of any specific penalties, esp. since you have priors. But repeat offenses usually get more serious. Have you gotten a letter before? I pretty sure custums does not have the time to look in to the rap sheets of mail patrons so if you've never recieved a letter your probably ok. I've sent seeds to my brothers p.o. box before so i did not have to send them to mine. So if you have a relative or friend you realllllly trust you might be able to take your self out of the equation. Last thought just in case, any friends that live out of the country. After all that Dr. Greenthumb is expensive but reliable. They ship to the U.S. in regular envelope unmarked, very discreet. takes about 2 wks. 100% germ.

the name/address does not constitute much of a reliable ID, they are not going to bother with that route
the worst case is customs passes the info to local law enforcement, this seems to be very rare, and i don't see any recent arrests on the net

I'm not sure about other sites but i know from other post dr chronic will replace your order for almost any reason, including customs. I have know personal knowledge of their seed quality though.

Looks like you have some choices to make. 1. Order seeds yes/no. 2. Pick a seed bank, I have exp with single seed, others have exp with attitude, others have just read post. 3. Take a chance and order! Only one way to find out and that is by doing it!!! You can get scared like some are posting, customs this that, really are they going to make headline news out of your $100 seed order? Get real, (not to many people are that special) it's just a $100 and seeds. It not like it's some huge crime wave, it's just some measly pot seeds. And if your still afraid then use the seeds out of your next bag and keep wondering if you could of should of would of ordered some real seeds how good the pot would have been. Like my grandpa use to say "shit or get off the pot"!!
