BUGS? BURN ?? Help

hello , I’m starting to notice that my plant is getting these weird/ rip bite marks. I thought it could be a small bug so I sprayed a small amount of neem oil on the fan leaves. . The plant is overall healthy and no other issues besides this . Bag seed ; not sure of gender ; Day 18
What could be happening and what are some suggestions of what I should do ?

I don’t see anything I’d be concerned about or that I would be spraying for.
