Bugs and something else, What should I do?

I put this one in veg about a week ago or so, I have noticed these little bugs with wings that will crawl down in the dirt, anything I can use that isn’t harmful to my plant? (Also I’m a total rookie, first grow and it’s in doors).
It also has started stinking when I go to water it. I tried to water the plant throughly, maybe wash out whatever was causing the smell. It’s dryin in the dark right now, but is the smell because I need to put a few more at the bottom so it airs out a bit quicker and better?
Finally, what’s up with the tips? All bent down downward. Plus at the bottomish of the plant I have little leaves that will shrivel up and die, nutrient deficiency?

If you're smelling something that stinks it could be root rot you need adequate drainage holes in the bottom of those pots for starters

I saw that too in top pic, but I don't know enough about his conditions yet ? He's got a few things going on, going to need a lot of info, including humidity readings, feeding Etc. But that smell, that's got to be roots? But I don't see evidence of root rot yet

Also op, the 'little bugs with wings', what color are they?

Okay, so after looking up some more info it turns out those bugs were alphalids. I picked up some neeme oil and have been spray my plants the past couple days. All the new growth is looking good and the bugs, I barely find anymore. could yellowish/brown spots (circular) on leafs calcium def?

I also took care of the smell, I think I was over watering them lol. No stench any more though
