Leafhopper. They can transmit all kinds of diseases. I would use yellow sticky traps, though I suppose you could spray your cover crop with a pyrethrum based insecticide to knock them down.

Insects with piercing mouthparts are generally harder to kill with stomach poisons than insects with chewing mouthparts, because they feed by punching a hole in the plant and sucking up the sap. They usually need a contact poison like pyrethrum. Do not use insecticide on flowering plants, and be sure to rinse them off thoroughly once the pests are gone.
