budget growing

soooo yea this is my first real grow and, having recently been in a fender-bender, i owe my insurance company a ton of money, not really leaving much to spend on my plants. but here's my closet setup thus far: i took one of those big orange construction barrels, painted the inside all white, and hooked up a fairly low-lumen halogen bulb. i have 8 plants (bagseed)growing in there, not even 2 weeks old since germination started, they are all about 4 or 5 inches tall, each with 2 sets of leaves (not including the cotyledons) and it seems like they're really stretching for some light. the stems seem fairly weak so i've inserted straws into the soil and gently tied the stems to the straws. also, i've been blowing a fan on them occasionally to build up the stems' strength a little. ive planted them in some scott's potting soil and i've been watering them with a 20-20-20 mix and they seem to be doing pretty healthy aside from the weak stems. they'll be going outside once they seem strong and big enough, and once the weather gets a bit nicer. soooo yea basically i wanna know if there's any way to get more bang for my buck in terms of lighting. i really want to have a nice grow here, so any helpful info is much appreciated. i'll be posting pics tomorrow

Dude, put the construction cone back, forget running a halogen, and get those things outdoors as fast as possible.

The occasional fanning isn't working and your nutes need to be higher is nitrogen than anything else. Best of luck.
