Budding Problems

If I knew your set up, I might have a better answer. I forced flowering April 16 and I have cigar sized colas a foot long. Something is wrong.
The photoperiod is sacred. Never let them see light at all during the dark cycle. I test my tent out each crop, by getting inside and lighting the area outside the tent, and fixing all light leaks.

Word... if you don't check the light at the dark cycle, you risk making a hermie, so I've heard. I even had some bag seed turn into a hermie after she was growing nicely in soil under MH 150 watt. I had some light leaks because I had the plant in a closet at the time, and plus, I didn't bother changing over to HPS, anyways a bunch of ballsacks appeard next to some cute buds on my plant and that was the end of that. Not even pinching all the little ball sacks off could stop the eventual polllenation.

If you've had your lights on 12/12 for 3 weeks you should be able to at least tell sex. And if you have hairs, then your probably growing a sativa.

you may have stunted your girl since you flipped to 12/12 has she been growing like tall in the first couple of weeks of switching the plant almost doulbes even triples in size if yours have done none of this then you have stunted it it will show just a bit behind schedule,also are 100% completly sure that it is in total darkness otherwise the light even if faint could keep your girls in the vegging part of her life

You need to test out just how dark your dark room is. You need to go inside your room with the lights outs for 10 minutes, then poke yourself in the eye, if you see it coming, then to much light is leaking in.
