I do that all the Time. I chop the top buds. Let the bottom buds swell up for like a week then I chop again.

I guess the real question is whether you have other plants in veg ready to go to flowering. If so, you have a bigger incentive to harvest the whole plant at once, or cut the bottom section shortly after the top. It's a balancing act. If you have nothing pending in veg, sure.
