As many have said, you are underpowered on light in flower. You may be able to veg fine with that light level because of your small space but light is fuel that is processed by the leaves to the plant. They are not filling out due to low light density. Also, have you used these lights for some time or are they new. CFL's can still shine bright for the human eye but loose the spectrum the plants use after a period of time. I've run a few cfl only grows but I do it with a minimum of 315 watts of cfl ( 3 -105 watt - one 2700k, one 6400k and one 5000k) on topof my grow. As my flowers grow I also hang 40 watt lights as close to a developing bud site as possible ( 2-3") so I end up with about 400-500 watts of cfl light all positioned as close as I can and I get the good production you seek. My grow space is 3 x 4 x 7'
