bottom of stems rotting and weak, plants falling over

Well, im just checking to see if there is some disease or malnutrition going on, but my 4 week old seedling plants are having a hard time.

you see, i had a drought, and I am doing an aeroponic system similar to stinkbuds with the ez clone sprayers.

My plants went without water for 1.5 hours, and just about all fell over at the base, about a half inch up from the neoprene.

So then, got the power back on, plants came back, and stood back up.

That was over a week ago.

Then here recently, some of the plants are falling over again...

Its at the same bend spot, but the odd thing is, its like the stem is rotting, its covered in this white crusty stuff, and the stem ABOVE it is THICKER, so its like got this hourglass shape... at the bottom of the stem.

Im currently holding the plants up with toothpicks on either side and floss.

Any other ideas?

my gut says that when the plants were bent over, this bend spot was streched, and therefore "burnt" by the lights as the plant dehydrated.

Then, as the rest of the plant continued to grow, this is like scar tissue, and is coming along much slower than the rest of the plant.

The plant isnt thin at the neoprene, its thick through the neoprene, and then about an in or half inch above the neoprene, it is crusty and thin, then the stem gets really thick after that.

My root systems are very well developed, no complaints there.

I would rather the roots NOT get any longer, lol
