Ballasts, standard and electric

i know the pro's and cons of each but which would every1 recommend? ive only used a normal standard ballast before. it wasnt loud as such but noticeable in the grow room.

also i want to know if its worth paying an extra £30 for an electronic one over a standard one.

and any other info u think i should know,
