I've read that it is not recommended to connect the ballast to an extension cord, I have no other choice than to do so, what are the consequences of using the extension cord? FYI(400w)

just make sure you get a really havy duty one that will carry the current ratings as the device. If it's under rated, then you will carry a high risk of fire

I run 1000w ballasts on extension chords, just dont buy cheap "Light Duty" extention chords.
400w isnt so bad, I have run 1000w on a light duty chord but its not recommended. I just bought a couple medium duty chords, they are a little more expensive but are rated up to 15 amps, 1800w.
As long as your light doesnt exceed the chords rating it is 100% safe. Just get a decent MEDIUM DUTY extension chord and you will have no problems.
