Looks moist to me. I've found that with seedlings, the easiest way to water is by weight:
Take an extra pot the same size as you're using for your plants and fill it with soil straight from the bag. This is your "dry" weight for reference, until you get the hang of it.
Don't water the plants until their pots get close to the weight of the "dry" one. When you do add water, do it from the bottom - fill the saucer and wait for the plant to suck it up. If it all gets absorbed, fill it again, and repeat until it stops absorbing the water. Dump out any extra if you wish, then leave it alone until the pot is close to "dry" weight again, and repeat.
