Average time till 3rd set of leaves

I was just wondering if there is an average time frame for new plants to get their 3rd and 4th set of leaves? And would this be a good time to transplant?

Yes transplant 21 days from seed I use or 10 from clone and go in final pot

Im on my first grow so take with salt but my biggest plant is 9 days old.
its afghani free seed from herbies under 300 watts cfl, theirs 7 plants totap.

Average time till 3rd set of leaves
