Are my lights too low? Pics

I've been growing for 15 and 14 days. 1 is a day older.
Lately they've been.... the pictures will tell you more.
Does it seem a little short?
And are the lights too low? ~3 inches away.

The plant on the left is just my mung bean plant. Dont mind it at all.

keep the plants as close together as possable. 3in distance for light is O.K as long as its not burning the plants. looks O.K

what lights are you using? if they are CFL's you can have them from 1-3 inches away from the plant top...
