Should be great for a veg tent. If you want a known and tested cheap led light go with MarsHydro or a Blackstar.
VIPAR on eBay is also recommended a lot as among the best of the worst.

The risk with unknown sellers on eBay is the warranty. A lot of these guys are in China and they use someone in the US to ship from inventory kept here. You think you're buying domestically, but when a warranty claim occurs they require you return it to China. It's a game because they know you won't. So, they offer a 10% refund and you get to keep the piece of garbage. "Don't like that? Send it back (paying twice as much in postage than it's worth)"

Mars or Vipar are the only two I'd buy (in that quality/price range). Blackstar is safe that way too. But, I think they're more expensive (for basically the same quality). I have Blackstars and I like them. Not sure they're worth the extra compared to the other two brands. But, Gotham Hydro has always been a pleasure to deal with. (Sometimes it's not worth saving $100.).

I have a cheap Chinese light that keeps burning out its fuse on the extremely generic drivers.
I had to mount a fan on the top to cool it to prevent them from popping.
With that said the plants like it for vegging.
I doubt its very efficient though, so I a selling it along wit all my hps and other non cob lights
