don't know how right I am , but I would get rid of the foil .. I have read a lot saying it reflects more heat then light and can potentially cause those healthy gals to burn. but with cfl' snot sure that it would apply to you .. never the less good luck

Not enough soil in the pot, not enough Perlite in the potting mix, very poor reflectivity, no centralized lumantic location, lights tooooooo! ..high(1-2 inches please) light wrong color, (one each of 2700k and 6500k or all at 4000-ishk is good)

no fan...limited knowledge on plants breathing abilities, google stomata, no fire insurance ...check with Mom.. scale 3/10 for effort

All of this. These at very simple things to fix/adjust. It doesn't look to bad, just needs some tweaking.
Lower those lights closer to the plants, if they're close enough the spectrum won't make as much difference. Like Vostok said, about 2" away is perfect. Pick up a fan, your plants use all of the air around them within just a few minutes. Also, it will help regulate temps when the lights are on. Not too bad so far.
