Any thoughts on this Midget Tangerine Dream

I had started posting this a week ago in a different section of forums before I realized that there is this problem shooting forum here......so I re-posted to see if anyone here might have some insight on what might be going on with his Tangerine Dream started by seeds....?

It popped it's head above soil on Sept.5th and as of today, Sept.30, it's not even 1 1/4 inch tall yet.......but as you see, new set of leaves keep coming out.......?........ In solo cup with 1/4 strength Farm nutes just started a week ago / 34watt CFL lighting he thought would be good till it got a little bit bigger before putting under veg lights like my friend has done before................What's up .....?.... any feed back on this............thanks folks....
PS. he even raised the lighting a week ago to see if maybe it might stretch a little. It didn't do anything, just the stem is getting thicker and more healthy leaves are showing up. When checking the inner sides of the cup to view the roots, there is no signs of root bound ...... Thank you for any and all input. :leaf:

My gf had a similar problem w a different strain but her plant was like 4 inxhea tall.but a small.catrapillar at the center stem ans down center stalk and leaves would.pop out under it not above it. She topped it and its. Been a runt ever since but its growing. It was a blue dream

Sometimes you get lucky with genetics, sometimes you don't. I don't see anything in your set up that looks off. At 5 days up it is still pretty young, wait and see what happens going into veg.

It popped up on the 5th of Sept, in the picture above is showing it at 19 days old. At almost 3 weeks old, do you think this is normal for some plants? thanks

Oops, sorry! I misread as Sept. 25. Probably a runt with some type of genetic issue. It happens.

try transplanting it into a bigger pot.

only thing I can think of is that it senses the small container and does not want to grow any bigger in fear of outgrowing its enviorment..either that or you have bad genetics..

another thing, no fertilizer yet, I know people say 3-4 weeks but you also have to toake growth into consideration, 3-4 weeks for a vigerously growing plant...
