I could be wrong, but that looks like a clear gel soil additive that absorbs water and slowly releases it back into the soil.

Not sure if there is somthing im missing but those white balls are good for the soil, its the nuitrients/food that keeps the soil moist and nice.

Edit: Just read your whole post and im pretty sure its ice :p
lol, i never noticed it before but it looks like if would be ice considering you just had a hailstorm ! haha

ice is not mush and when ice melts it leaves water this stuff i put in a glass to take to my cuz schools lab but it evaporated and it would have been half full of water but this stuff feels like jelly its squishy and holds it shape after being squished

That's really weird. If it's all over the yard you'd think it would be something weather related. Are there any trees in or around the area that might of had something on them, and then the leaves blew across your yard depositing whatever that stuff is? Quite the mystery. Good luck to you. Cheers.

Laugh, they're water crystals, they expand to about 500% there original size, ment to retain water an reduce watering schedules.

Thats wierd, felt like jelly and then evaporated. Dont sound like water crystals. They wont evaporate that quick. Was nothing left in the jar?

here you are kind sir. I actually remembered watching a bit of a tv special like 3 weeks back on this same thing. It usually shows up after a storm and tends to evaporate soon after samples are taken.
