Are you fucking serious. That is what a 1099 is. You fill out the 1082 when a company you work for withholds your income tax. You have to 1099 if either the company you work for doesn't take the taxes out or you are self employed. If you make under like 5k or something I don't think you have to file but that is the purpose of the 1099.
