About to start flowering. need new ballast

I need to get a HPS ballast for a 5x4 area setup.
For under 200$

Any suggestions on which type i should get?
I will get betting the Hortilux bulb

Well, its 17 plants... right now they are all about 9 inches wide, some leaves overlapping... waiting to sex them. then it will be probably 9 plants. 3x3 plants, all about 18 inches wide... so about 4x4 feet... ive got a 400w right now with MH, but i need a new ballast for HPS... i need to start flowering in about a month... im gonna get them to about 2 ft tall then flower.

Are those quality? And how hard is it to put together? I will also need a hood with a 6 inch fan. According to that sight for everything I need it's 260 then 90 for a hortilux bulb...
