I have been running into this issue again, and been trying to think what could cause it.
Dr. Carl E. Whitcomb concluded that any stress to a tree, would cause the root system to shut down. Even just taking a hole puncher to the leaves would shut it down.
It appears that fimming/topping/super cropping/defoliation, causes the root system to shut down for a bit.
This is what would cause the plant to look under watered, when it shouldnt be.
