I hate to suggest this company because I loathe their marketing and web site, but
www.x10.com has what you're looking for at good prices. You can just do cameras or you can check out all the other cool remote control goodies they have like motion sensors you can easily incorporate into your own high tech but inexpensive setup. They have low cost cameras that have full pan and tilt as well as optical zoom, plus the remote light switches and relays and lots of stuff that could be of use.
I have a box full of x10 stuff I use around the house and love it, so bear with the popup ads and just make sure to opt out on any sales crap during the order process if you do decide to buy from them.
Wireless camers's I wouldnt worry so much about as long as it can be set up with a very secure password and with the right encryption so it's not at all easy to just hack in.
That, and I'd have the camera's power switch off and on with one of the x10 remotes, that way it's never broadcasting all the time where people might have a chance to hack in. You remotely turn it on, look over your crop with it, then remotely cut it's power. Can't get much more secure than that. If you plug a green light bulb into the module that turns the camera on and off then you can look it over day or night without interrupting the plants light schedule.
With that you can control the camera or any aspect of the grow from anywhere in the world via the internet if you wanted. Yes you could control lights and pumps and whatever.
