A few questions (1st time Grower)

Well this is my first post and it's also my first grow. I have a couple questions that I'd like answered and any general advice would be really appreciated.

1. If I started vegetative growth inside, can I transplant them outside?
2. The light is naturally at 12/12 right now, so what would happen if I just planted the seedlings right outside?
3. Can bud be harvested from only 1 week of vegetative growth?
4. How long does the plant have to be in the flowering stage before an increased light cycle won't make it revert back to vegetative growth?
5. Whats the quickest website to garner seeds from?

1. Yes
2. Too early to plant ouside (around here at least)
3. No (my opinion)
4. Leave the light cycle alone or you will end up with trouble

Okay please tell me if this plan is feasible. I plan on growing for about two weeks in my room, until the days become 14/11 sunlight. Then transplant the plants outside. Now my question is, can I induce artificially flowering outside, by saying covering the plants with a blanket or carp?

Basically.....yes. I've seen plastic garbage cans used, with I think it was a few 3' round holes cut in them, and one small computer fan installed in one hole, sucking out, wired to a 9volt battery and velcro'd to the inside of the garbage can. You want the ventilation.

Okay one more question, sorry. Once I germinate the seeds and put them in the soil can I just place them under an average 100 watt light until they sprout?
