A Couple Questions - Best Layout

Alright guys in my basement I have a pretty decent sized room, nothing huge but the house is owned by me. I'm not growing in an apartment or a rental. I wanted to ask you guys about room layout, I'm interested in sectioning my room off into 3 separate rooms so that I could harvest every 1.5-2 months. The room that I can modify/build in is 6' 10" tall, 10' 6" wide and 12' 1" long. I've done a ton of research over the past few months and just when I think I'm ready to pull the trigger I find more info. I would like to have a veg and flower room and also a room to start seedlings (eventually hope to have a few mother plants but I will pick them out of my crops as I grow them. I don't have any right now.) What do you guys think? I want a decent setup where I can pull around 2-3lbs every 1.5-2 months (not trying to count my chickens before they hatch) I just want you guys to know what I'm aiming for so that you can aid me in setting the room up correctly. I'm not using any tents or anything I will build walls and section the grow room off as recommended.

Also so you guys know I will be running with a Root Spa 5 Gallon 8 Bucket System to start under 1000w. If you recommend I switch to 2 600w lights or anything please chime in. All the feedback is appreciated, I just want to optimize my grow so I'm open to all suggestions and advice from you experienced guys. Also if you think I should do a RDWC over a DWC what systems do you recommend? Oxygen Pot Systems?

Welcome! I am a basement grower myself. I use soil so I'll let others weigh in on mediums and grow styles.
Not sure where you are at but here in the Midwest, there are some real big pluses to growing in a basement, mainly temperature. My basement stays between 55-62 most of the year. So that makes cooling considerably easier.
That being said, there are varying opinions on lights off temps in flower. I use a tent and it gets to around 65.
Some things to consider.
Are you in a newer construction or an older house? I am in an older dwelling and I get some minor drainage in the basement. Fungus Gnats became an issue for me. Be prepared.
You will get varying opinions on 2-600 or 1-1000 HID. What are you using for flower and what for veg?
Air movement is something to consider when designing rooms. How will you cool? Each separately or all in series?
Smell is something you need to consider as well. You will need to plan for that when you build your rooms. I use a charcoal filter system and it still puts out some smell. I am a hermit with no close neighbors so I don't mind but every situation is different.
To be honest, no matter how much research you do, you can only really learn by growing. I am constantly changing/upgrading and you will also.

4x4 mother/clone room 4x6'3" veg room rest flower room take 4'slice out of one end for the 4x4 room. rest goes to veg. in the mother room use the bottom for mothers put a few shelves in for clones with light over them. when plants are big put in flower room not sure on size of rdwc but you might get two setup in the 10'6"x 11'9" that would be left I pull air through series and out with fan and filter from flower room due to that's where most of the smells coming from if your using hid then I would go with two 600 before a 1000 watt but for the size I just did you would need 4 600 watts in flower and 600 watt for veg and a 400 watt for a mother or a t5set up for the mother room

At 6'10" height will be an issue. Being the case I would use 600's for light. Also no need to have a veg AND clone room. Combine them and use the extra space to flower. Because of your height constrictions you may want to consider short or no veg time. Be mindful of the strain you run. Grow something that stays small, squat and responds well to LSTing and other forms of training. GL
