A couple lighting questions from a curious grower

So I'm gathering things to build my HLG setup and had a couple questions.

1. Why do they choose 4000k for general veg over 6500k or that general range like my t5 fluorescents use?

2. UV light? I don't know if its as useful as the company that makes the viparspectra lights I bought quite a while back make it out to be but I know that a lot of people think it helps produce more potent bud and that people say the best naturally growing stuff comes from Afghanistan or some place like that with the highest UV index on the planet... Are these 3000k 132's lights going to provide UV like the viparspectras do and if not is it because that range of light is over hyped?

#1 - It is because led spectral distribution is all wonky and too high in blue. 4k's have plenty while not sacrificing as much of the red end of the spectrum as 6500k diodes do.
