8th week flowering need some help please!

hi dudes, i have two whiteberrys in there eight week of flowering and the new growth on the very top of buds are producing deformed leaves that the the bud is not filling out this seems to be just happening to the higher buds.i have a cllone off each plant and the same thing is happening?? i wll try get some pics up tomorrow.. when should i start flushing there is about 10 to 15% amber hairs on higher buds and lower buds are about 40 to 50% amber?? help appreciated thanks..
