why do you say cmh? i use hps.
CMH and pulse strike halides have the BEST available spectrum on the market. the loss of lumens (a measurement of colors we see not the blues and reds we dont)
are made up for in the broad spectrum of lighting.

another thing about the t12 is you can get t8 reptile bulbs that emit uVB for your grow

t5s are exactly the same idea as t12s(nothings changed sine the old days) just more efficient and stronger light.

I saw somebody on the first page recommended checking out htgsupply.com...if you didn't check it out already, I just got a 200something cfm fan and a 4" filter for just over 120 bucks. They're great, they actually have a retail store by me. I also order from growgreenmi.com. And I definitely recommend a 600w lumatek system, I run several of them. You can get them as cheap as $350 or lower with a reflector, ballast, hortilux bulb, light hangers, whole deal.

As far as the cfl's being good enough for veg, that's up to you. If vegetative growth is slow then you might wanna upgrade.
